That sounds like perfect habitat for the Estuary Catfish. They commonly occur in sandy inlets near river mouths often hinding under rocky ledges during the day. They are most "famous" for have a very painful venom.

We spotted 3-4 of these in 3m at Minimurra River, 15m from the boat ramp at the bottom of the channel in Jan 2010
